Provide expert advice on policy and monitoring actions which will increase the amount of Small Business (SB), Small Disadvantaged Business (SDB), Woman-Owned Small Business (WO), HUBZone Small Business (HUBZone), Veteran-Owned Small Business (VO), Service-Disabled Veteran-Owned Small Business (SDVO) concerns, and Historically Black Colleges and Universities and Minority Institutions (HBCU/MI participation in acquisitions.

About the Position:
Serve as a procurement analyst with oversight at the Mission and Installation Contracting Command (MICC) Contracting Office level. Performs all aspects of contracting oversight, review, and assistance to provide responsive and timely support to customers as relates to the Small Business Program.

Responsibilities

This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has an entitlement to that position. When an obligated position is filled either temporarily or permanently, the selected employee is required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time.

In this position you will serve as a Procurement Analyst at the Mission and Installation Contracting Command (MICC) Contracting Office. You will be responsible for researching, developing, preparing and publishing policies and procedures on matters related to the Small Business Programs. You will provide analyst services, oversight, and support for procurements involving highly specialized, enterprise, and/or complex contracts of significant importance to the MICC Contracting Office. You will develop/issue policies based on research and analysis of complex acquisition problems. You will review and analyze market trends, commercial practices, and technological advances for possible use in improving Small Business involvement in Army contracting. You will be accountable for compiling statistics and preparing reports on socio-economic awards and trend analyses. You will exchange information and discuss complex issues with representatives of private firms, industrial organizations and other agency offices on matters pertaining to the Small Business Program. You will provide guidance and training to Contracting Office personnel. You will perform other duties as assigned.
