About the Position:

VICENZA, ITALY
This position is located in Vicenza, Italy. Vicenza is situated midway between Venice and Verona, 45 minutes driving in either direction. It is less than 3 hours drive from Florence, Milan, and to the borders of Austria and Germany. Vicenza is a medium sized community with excellent infrastructure support, (DoDDS, Housing, etc). The climate is temperate with availability of a wide variety of outdoor activities in the nearby mountains (Dolomites) and beaches (Adriatic Sea). Responsibilities

The incumbent directs and supervises a contracting branch in the Regional Contracting Office, responsible for long-term pre-award and post-award acquisitions for supplies, services, equipment and construction. The work involves obtaining contractors’ services and/or monitoring contractors’ performance throughout the life of contracts where accounting for Government property is involved, as well as, use of sub-contractors, to assure compliance with terms and conditions of the contact and timely delivery of customer's requirements. Serves as guidance in developing or modifying procurement strategies or pricing structure, e.g., extensive Automatic Data Processing (ADP) acquisitions such as a nationwide teleprocessing system or a multiprocessor mainframe system with a data base management system used in multi-disciplined scientific applications. Displays professional knowledge of assigned commodities of services and business and industrial programs in order to identify sources of supply (to include services, IT, equipment and construction), developments and trends in industry (including developing and maintaining plans to broaden competition within the industrial base), economic factors affecting procurement, and established requirements of the installation and its tenant activities, analyze contract proposals, and evaluate the contractor's ability to perform, as well as knowledge of price/cost analysis techniques sufficient to evaluate contractor proposals and prepare a renegotiation position, as well as Federal and agency contracting laws, regulations, procedures, and contract provisions in order to carry out assigned duties within the framework of established law and policy. Provides expert technical leadership, staff coordination, and consultation in a functional area of procurement (e.g., pre-award or price/cost analysis) including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation to subordinate contracting activities.
