We are the U.S. Army Contracting Command (ACC) at Aberdeen Proving Ground, Maryland (APG). We have a large presence at APG with contracting offices around the country including: Adelphi, MD; Natick, MA; Research Triangle Park, NC; Orlando, FL; and White Sands Missile Range, NM. ACC-APG supports the warfighter worldwide through acquisition of goods and services vital to the Soldier's mission and well-being. Serves as a Senior Procurement Analyst under the general supervision of a Division Chief or Branch Chief of the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Research Triangle Park Division who assigns broad functional responsibilities and reviews performance through accomplishment of objectives. Incumbent exercises broad discretionary power in accomplishing objectives in accordance with policies and regulations prescribed by higher authority. Conduct analysis and evaluation of contracting and assistance instrument matters and for the initiation, development, and recommendation of contracting policies, procedures, guidance, and controls. Review procurement documents such as Memorandum of Agreements, Economy Act, Determination and Findings, Acquisition Strategies/Plans, Single Acquisition Management Plan, and Negotiation Memorandums submitted for approval. Review and recommend appropriate action on Justification and Approvals for Other Than Full and Open Competition (J&As) submitted for ultimate approval by the Competition Advocate, Head of Contracting Activity, or the Army's Senior Acquisition Executive (depending on the dollar value of the acquisition). Provide technical assistance to customers in contractual aspects of the acquisition function including soliciting, awarding, and administering contracts of the most complex and sophisticated nature. Initiate, develop, and recommend acquisition policies and procedures for the guidance and day-to-day procurement activities within the Division. Recognize problem areas and provides advice and assistance in such areas as policy, requirements, procedures, and methods.
