Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This position is located at the Military & Installation Contracting Command, Enterprise & Installation Operations, Army Reserve Contracting Center - North, Contracting Division, Fort McCoy, Wisconsin. Fort McCoy is located in a good rural area, between Tomah and Sparta. The area offers commendable schools and reasonable housing costs situated between two major interstates. Fort McCoy has an excellent Morale, Welfare and Recreation (MWR) program. Activities open to employees include the Whitetail Ridge Recreation Activity (ski hill, tubing and other winter sports), a fitness center with Olympic-size pool, saunas etc. and Pine View Recreation Area with an RV/camping park. Responsibilities

Formulate optimal solutions that balance the needs of the division and/or personnel to achieve mission success and maintain employee morale.
Establish priorities among mission requirements for the purpose of ensuring optimal performance of personnel.
Formulate optimal solutions for various procurement (from simplified to complex actions) problems in accordance with Federal procurement laws, regulations and policies.
Organize and manage the execution of various acquisitions from simplified procurements to large, complex actions.
Manage the administration of contract performance for compliance with terms and conditions and in accordance with Federal procurement laws, regulations and policies.
Manage the review and analysis of contractor proposals to assess conformity to contract requirements, establish negotiation objectives and/or determine price reasonableness.
Leverage effective oral communication as a means to successfully influence critical decisions.
Shows understanding, friendliness, courtesy, tact, empathy, concern and politeness to others.
Develops and maintains effective relationships with others.
Communicates information in a succinct and organized manner.
Produces written information, which may include technical material that is appropriate for the intended audience.
Encourages and facilitates cooperation, pride, trust, and group identity.
Fosters commitment and team spirit and works with others to achieve goals.

Occasional travel - The business travel requirement is 5% or less.
