Position(s) will be filled under the Department of the Army Recent Graduates Program.  Click here for more information on Pathways program participation. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

This position will be filled at the GS-07 grade level only.

Upon completion of the program, you MAY be converted to a permanent, competitive position, or a TERM position, at the GS-09, or full performance level of GS-11 based on your grade level at the time of conversion.

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.

Positions are open to:

Recent graduates who have completed, within the previous two (2) years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

Preference eligible veterans who were precluded from applying due to their military service obligation begin their two (2)- year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six (6) years after degree or certificate completion.

Responsibilities

As a Contract Specialist you will be responsible for the following duties: Performs pre-award and post-award functions including negotiation and administration to completion or termination of multi-year, high dollar value, initial productions, product improvement, services and requirement contracts. Reviewing procurement data packages for contracting suitability. Recommending award of contracts for full and open competition or other than full and open competition. Planning procurement actions with technical, legal, and contract pricing personnel. Determining the type of contract best suited to requirements. Recommending competitive ranges in negotiations with one or more offers. Monitoring contractor performance. Modifying contracts.

These duties are at the full performance, GS-11 level. Duties at the GS-07 will be developmental leading to such performance.
