Summary

About the Position: This position will serve as a division chief at the 413th Regional Contracting Office, Fort Wainwright, Alaska. As a division chief you will be responsible for managing all phases of the division contracting functions. With coordination through the Deputy Director, advises executive office personnel/staff/project managers, customers in all phases of the acquisition process.
About the Location: Fairbanks is host to many different cultures; unique shopping and dining facilities as well as sporting activities such as fishing, hunting, hiking, camping, snowboarding and skiing. We have spectacular views of the Northern Lights and larger than life ice sculptures. Population is about 87,000. Winter brings consistent snow conditions from November through March. Winter temperatures average 8 degrees F to -19 degrees F; summer temperatures rise into the 70s and 80s.

Responsibilities

Perform pre-award functions for complex procurements of services, supplies and construction.
Determine options, milestones and sources to be solicited.
Develop procurement objectives in terms of competition and price range, and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies, and similar considerations. For each requirement prepares formal and/or informal acquisition strategy as mandated by dollar value and complexity, develop and manage appropriate milestones charts, and related execution schedules.
Perform post-award functions for complex contracts for services, supplies and construction.
Has responsibility and authority to determining the need for the issuance of terminations for convenience or default; directing actions of contractor with regard to terminations for default/convenience; obtaining settlement proposal and leading a team of contract specialists in negotiation settlements involving treatment of work in progress and other issues.
Assign workload, determine priorities, review completed work and interpret/apply regulations/directives/policy statements.
