About the Position:

The position is located at 413th Contracting Support Brigade Wheeler Army Airfield, Hawaii.

** A 11.32% Cost of Living Allowance currently authorized (subject to change). 

** Salary includes applicable locality pay or Local Market Supplement.  

This is an Administrative Careers With America (ACWA) recruitment. The ACWA Program provides for entry-level hiring at the GS-5/7 grade levels. This is a developmental position with non-competitive promotion potential to the GS-12; management is recruiting at the GS-07 grade level. You will serve in an entry level, developmental capacity to acquire the specialized skills and knowledge to serve as a contributing team member. You will have non-competitive promotion potential to intervening grades when all work can be performed at that level and all other requirements have been met.

This is a developmental entry level position, Contract Specialist, GS-1102-07, progressing to the full performance target grade Contract Specialist, GS-1102-12. Incumbent works under the guidance of higher graded employees to perform analytical and evaluative work related to development and or/execution of the less complex phases of operating programs; to develop skills and experience to
toward position target grade.

 The Full Performance Level: 12

About the Position:

At the full performance level of the target conversion position (GS-12): You will be performing the full range of pre and post award functions using sealed bidding, negotiated, or simplified procedures. Administer contracts for a variety of supply, maintenance and transportation services is support of the installation operations. Will ensure appropriate funding and required waivers, certifications, justifications, approvals and compliances have been obtained for purchase requests using sealed bidding, negotiated or simplified procedures. Upon completion of progression, will be responsible for the negotiation, award, cost analysis, and administration functions for commercial activities/installation-wide contracts or complex/master contracts for supplies, services, equipment, and construction.   You will serve as Contracting Specialist for the Regional Contracting Office, Hawaii (RCO-HI), responsible for the negotiation, award, cost analysis, and administration functions for commercial activities/installation-wide contracts OR complex/master contracts for supplies, services, equipment, and construction, may include those resulting from OMB A76 and privatization studies. Incumbent provides advice, assistance, and technical direction to representative of other activities ensuring that the development of contractual and legally sufficient statements of work, surveillance plans, etc, is completed.
