About the Position:
This position is located in Vicenza, Italy. Vicenza is situated midway between Venice and Verona, 45 minutes driving in either direction. It is less than 3 hours drive from Florence, Milan, and to the borders of Austria and Germany. Vicenza is a medium sized community with excellent infrastructure support, (DoDDS, Housing, etc). The climate is temperate with availability of a wide variety of outdoor activities in the nearby mountains (Dolomites) and beaches (Adriatic Sea). Incumbent serves as the Operations Officer receiving broad guidance from the Contract Support Plans & Operations (CSPO) Chief in the form of general policy and overall program guidance, with broadly defined missions and/or objectives. Guidance may outline potential time and budgetary constraints. As a senior specialist provides consultation and guidance to lower grade contract specialists, management officials within the AFRICOM AOR and managers and/or customer officials at various OCONUS locations. Serves as the key assistant to the CSPO Chief and Deputy for Operations, with full responsibility to provide day-to-day oversight and staff supervision over actions relating to the operation of the readiness and operations. Prepares and presents briefings on the AMC operational footprint within AFRICOM AOR and status with respect to a variety of planning, operations and logistics functions (i.e. logistics assistance, Training, Mobilization, Program Management, etc.). Plans work on a long-range basis; sets goals and objectives; establishes overall priorities and functional responsibilities. Serves as technical advisor to the Command's senior level staff and subordinate commands on CSPO policies, programs, and procedures with respect to readiness, operations and mobilization contingency contracting. Displays subject matter expertise on contractors on the battlefield operations, responsible for major Command implementation of the synchronized pre-deployment and operational tracker (SPOT). Serves also as the Contingency Contracting Program Manager and is responsible for the Brigades (CSB) planning and operations. Serves as consultant/expert and point of contact for the Commander, subordinate, lateral and higher authorities regarding assigned responsibilities. Prepares, coordinates, authenticates, publishes, and distributes command Operational Plans (OPLAN), Operational Orders (OPORD), Fragmentary Orders (FRAGO), and Warning Orders (WARNO). Review plans and orders of subordinate units by synchronizing operations with staff and subordinate units. Coordinates Operational activities with the CSB Commanders. Supports Army in the field operations worldwide during peace, contingency, peacekeeping, humanitarian assistance, and operations other than war (OOTW). Reviews and evaluates program execution to include directing of corrective actions when appropriate. Exercises significant responsibilities in dealing with officials of other organizations and in advising management officials of higher rank.
