Contract Specialist




The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York.  It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for Cannon, Howitzer, and Mortar systems.  The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal).

This is an Administrative Careers With America (ACWA) recruitment. The ACWA Program provides for entry-level hiring at the GS-5/7 grade levels. This is a developmental position with non-competitive promotion potential to the GS-11; management is recruiting at the GS-05 and GS-07 grade levels. You will serve in an entry level, developmental capacity to acquire the specialized skills and knowledge to serve as a contributing team member. You will have non-competitive promotion potential to intervening grades when all work can be performed at that level and all other requirements have been met.

This is a developmental entry level position, Contract Specialist, GS-1102, progressing to the full performance target grade Contract Specialist, GS-1102-11. Incumbent works under the guidance of higher graded employees to perform analytical and evaluative work related to development and or/execution of the less complex phases of operating programs; to develop skills and experience toward position target grade.

This is an Army Acquisition, Logistics and Technology Workforce position.  Selectees must meet position requirements for certification at level II in Acquisition Career Field Contracting within 24 months of entrance on duty.

Reviews requisitions and assists in analyzing requirements to determine the procurement method to be used (sealed bidding or negotiation). Selects contract type (fixed price, cost reimbursement, time and materials, labor-hour, letter contract, indefinite delivery type, basic agreement, etc.) and submits recommendations to supervisor. Assists in developing appropriate solicitation package that meets all requirements of status and regulations in response to the Government's needs, and assists in responding to queries from customer elements and prospective contractors pertaining to the solicitations. Assists in the administration of contracts as well as related actions, such as protests, claims or mistakes, disputes, defaults, and labor matters.

Occasional travel - Business travel up to 10% of the time
