Management Analyst




Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This position provide analysis, advice, and assistance to managers and employees of Contracting Operations Directorate (CONOPS).

Huntsville is a high-tech city nestled between the edge of the Appalachian Mountains in North Alabama and the Tennessee Rivers. Huntsville is just 100 miles north of Birmingham and 100 miles south of Nashville, TN and is one of the most recognized cities in the Southeast - consistently named as one of the best places to live and work by a variety of national publications.

This is an obligated position.

Position may be filled by temporary promotion or temporary reassignment NTE 13 months, if a current permanent Army employee. Temporary promotion/reassignment may be extended up to a maximum of 5 years, and may be made permanent without further competition.

Position may be filled by term appointment NTE 13 months, if not a current permanent Army employee. Term appointment may be extended up to a maximum of six years.

This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

  • Perform program administration functions (coordination, implementation, maintenance, and evaluation) for special programs and projects and other administrative matters within Contracting Operations Directorate (CONOPS).
  • Study and evaluate various administrative regulations, procedures, and policy directives to determine applicability and impact within the organization and to remain knowledgeable of current guidance.
  • Provide general technical guidance to the managers and employees on DoD Performance Management and Appraisal Program (DPMAP) and its successive performance management program.
  • Serve as the primary point of contact and representative for the Incentive Awards Program administration and policy development for Contracting Operations Directorate (CONOPS).
  • Maintain liaison with servicing civilian and military personnel offices to ensure effective relations in terms of operations, advice, and assistance in accomplishing CONOPS objectives in the areas of placements, assignments, reassignments, awards, leave administration, and personnel entitlements.

Travel Required

Occasional travel - Temporary Duty Travel (TDY) is up to 5%
